Joseph “Leroy” Phelps, son of the late Leroy Phelps and Sarah Williams Phelps, departed this life on December 10, 2025. God saw that he had grown tired and call him home quickly and peacefully.
Joseph, affectionately called “ Leroy”, was born on December 12, 1939 in Mount Vernon, NewYork. Leroy was educated in the public schools of Mount Vernon. The late Fannie Miller, grandmother, was a guiding force in his career development. For many years, Leroy worked asa nursing assistant after receiving his certification through the state of New York. Leroy was the eldest of five siblings who preceded him in death. He enjoyed singing with his siblings. Leroy accepted Christ and was baptized at The Church of the Redeemed, Apostolic Faith inPlymouth, North Carolina under the leadership of Pastor Wilkins.
Leroy had several talents. He enjoyed cooking, his specialty was spaghetti and meatballs. He enjoyed fishing as often as he could go. He was blessed with a wonderful voice and sang in many venues around New Jersey and New York, including the Apollo Theater. Leroy also sang on several cruise ships. He sang as a solo artist but he would also perform with other local artists.
Leroy was loved by his family and all that came in his presence. He had a strong sense of humor and laughter was part of his daily interaction. We praise God for Leroy. He was a wonderful son, grandson, brother, uncle, cousin and friend.
Leroy leaves to cherish his memory: Daughter, Wanda Chisholm; Aunts, Marion James, Jean and Jeannette Thompson; Nieces, Lisa and Yolanda Walker, Ikesha Rippy; Nephews, Harold and Stephen Walker (Evetta). Cousins living with Leroy, Aquilla, Cristal, Morgan Rice; Michelle Arnold, of North Carolina and a host of relatives and friends in Maryland and North Carolina.
